Tampines Town Council overbilled over S$233,000 by contractor who falsified pump replacement invoices

A company director has admitted to submitting false invoices to Tampines Town Council, charging the agency for more expensive equipment than what was actually installed.

Zhang Shuyan, 59, the Singaporean managing director of FYH Integrated, pleaded guilty on 3 April 2025 to one count of falsifying accounts. Another similar charge will be taken into consideration during sentencing on 17 April.

According to The Straits Times, FYH Integrated is an electrical and mechanical maintenance firm founded in 2009 by Zhang and his wife, with a capital of S$500,000. The company is currently undergoing liquidation due to insolvency.

In February 2016, FYH entered a three-year contract with Tampines Town Council to service, repair, and replace pumps in HDB blocks within the estate.

The agreement included a schedule of rates specifying products and their respective costs.

Between April 2016 and July 2017, FYH replaced 267 single-stage pumps in the estate. These pumps were not covered under the agreed pricing schedule.

Instead of notifying the town council, Zhang directed his staff to bill for multi-stage pumps, which were listed at a significantly higher cost.

As reported by ST, court documents stated that multi-stage pumps were billed at S$1,425.28 each, although only single-stage pumps — costing S$549.98 — were installed. The council paid more than S$380,000 based on 203 invoices submitted by FYH.

The discrepancy was discovered in 2017 when the town council’s managing agent noticed that the invoices referenced multi-stage pumps, while only single-stage models had been delivered and installed.

Upon being confronted, Zhang admitted to the overbilling and agreed to repay the excess. Over nine months, he returned more than S$233,000 to the town council.

Falsifying accounts is a serious offence under Singapore’s Penal Code. Those found guilty may be sentenced to up to 10 years’ imprisonment and may also face financial penalties.

No additional charges have been reported against other company personnel, and Tampines Town Council has not issued a formal statement beyond cooperating with investigations.

Zhang remains out on bail as sentencing approaches later this month.
