Public healthcare workers in Singapore to receive salary increases of up to 7% from 1 July

Approximately 63,000 healthcare professionals employed in Singapore’s public sector will receive increases to their monthly base salaries from 1 July, 2025, as part of a broader strategy to strengthen talent retention and attraction in the healthcare sector.

According to a statement released by the Ministry of Health (MOH) on 27 March, the pay adjustments will see 37,000 allied healthcare professionals, pharmacists, and administrative, ancillary and support staff receiving increases of up to 7%.

This group last had a salary revision in 2021, marking a significant interval since the previous wage adjustment. In contrast, 26,000 public healthcare nurses will receive a smaller increment of up to 4% in their monthly base salaries.

These increases are in addition to standard annual pay increments, which the ministry stated are designed to keep salaries in line with inflation and market competitiveness.

“With these salary increases, which are over and above the annual increments, we will enable the public healthcare sector to better attract and retain staff,” MOH said.

The ministry emphasised that healthcare workers are the “driving force behind good care”, and that routine salary reviews are essential to maintaining a resilient and competitive healthcare system.

MOH also reaffirmed its commitment to non-salary-based enhancements for healthcare professionals, including job redesign and expanded career development opportunities.

“Beyond remuneration, we will continue to review our manpower development initiatives and improve opportunities for our healthcare workers through job redesign and career development,” the ministry stated.

The salary increase for the 37,000 non-nursing roles was originally announced by Minister for Health Ong Ye Kung in January 2025.

This measure follows the introduction of the Award for Nurses’ Grace, Excellence and Loyalty (ANGEL) scheme in September 2024, which aims to foster long-term careers in nursing.

The salary increases are the latest in a series of steps aimed at addressing long-term manpower challenges within the healthcare sector.

Rising demand for healthcare services amid an ageing population has prompted the government to reinforce workforce sustainability through remuneration, professional growth, and work-life initiatives.

While the latest announcement addresses base salaries, future changes may include further refinements to allowances, staffing models, and workload distribution, all of which are regularly reviewed in partnership with unions and healthcare clusters.

The three public healthcare clusters involved are the National Healthcare Group (NHG), National University Health System (NUHS), and SingHealth. These organisations play a central role in delivering public healthcare and supporting national health outcomes across Singapore.

The MOH reiterated that these measures are part of a long-term, comprehensive approach to fortifying the sector’s capacity and resilience.
