New town councils formed in Jalan Kayu SMC and Punggol GRC, bringing total to 19

SINGAPORE – Two new town councils have been formed in Jalan Kayu and Punggol, bringing the total number of town councils in Singapore to 19. This change follows the outcome of the 2025 General Election.

The Ministry of National Development (MND) issued an official order under the Town Councils Act on 30 May 2025. The formation of the new town councils was made at the request of Members of Parliament.

Previously, there were 17 town councils. With the inclusion of Jalan Kayu and Punggol, the total rises to 19.

Jalan Kayu Town Council (TC) will cover the single member constituency (SMC) won by Ng Chee Meng of the People’s Action Party (PAP). He will serve as the chair of the town council.

Ng contested and won against the Workers’ Party candidate Andre Low in the recent elections. Jalan Kayu TC will function as a standalone SMC, a structure last seen in 2011 with Potong Pasir TC.

Punggol TC will manage the areas under the newly delineated group representation constituency (GRC).

The MND confirmed that 12 existing town councils have also been reconstituted due to changes in electoral boundaries. These changes required the transfer of several neighbourhoods between towns.

Four reconstituted TCs renamed

Four of the reconstituted town councils have been renamed to reflect their new compositions:

  1. Jurong-Clementi is now Jurong-Clementi-Bukit Batok
  2. Marine Parade has been renamed Marine Parade-Braddell Heights
  3. Pasir Ris-Punggol is now Pasir Ris-Changi
  4. West Coast has been renamed West Coast-Jurong West

The other eight reconstituted councils—Aljunied-Hougang, Ang Mo Kio, Chua Chu Kang, East Coast, Holland-Bukit Panjang, Jalan Besar, Tampines and Tanjong Pagar—retain their names.

Five town councils remain unchanged in both name and boundary. These are Bishan-Toa Payoh, Marsiling-Yew Tee, Nee Soon, Sembawang and Sengkang.

Under the Town Councils Act, all changes must be implemented within 90 days of the order. The affected town councils will take over their respective management responsibilities on 1 August 2025.

However, town councils may mutually agree to complete the transition earlier. Should that happen, affected residents will be informed in advance.

In its statement, the MND said, “MND encourages all town councils to work together to ensure a smooth transition, so that the needs of residents can continue to be served.”

Ang Mo Kio and Jalan Kayu town councils to collaborate under restructured local governance

Ang Mo Kio Town Council issued a separate announcement stating that it had formalised arrangements for the Ang Mo Kio family of constituencies.

Ang Mo Kio TC will continue to serve Ang Mo Kio GRC, Yio Chu Kang SMC, and Kebun Baru SMC. This complies with the legal limit of three constituencies per town council.

Jalan Kayu, now operating as its own SMC, will be served separately by the newly created Jalan Kayu TC.

Henry Kwek will chair Ang Mo Kio TC, supported by vice-chairs Jasmin Lau and Darryl David. Jalan Kayu TC will be chaired by Ng Chee Meng.

Senior Minister Lee Hsien Loong, anchor minister for the Ang Mo Kio TC, stated that the two councils would collaborate closely to share resources and services.

“Together, we will improve your lives and build a better Ang Mo Kio to live, work and play,” said Lee.
