LTA raises COE supply by 6.4% for May to July 2025 bidding period

The Land Transport Authority (LTA) announced on 16 April that 18,232 certificates of entitlement (COEs) will be made available for bidding from May to July 2025.

This marks a 6.4 per cent increase, or 1,099 more certificates, compared with the February to April 2025 period, when 17,133 COEs were released.

According to LTA, the increase is primarily due to vehicle deregistrations between April 2024 and March 2025.

Additional COEs are also being injected as part of a plan to stabilise supply.

This includes provisions for 0.25 per cent annual growth in the commercial vehicle segment (Category C), based on the fleet size as at 31 December 2024.

Adjustments were also made for changes in the taxi population, expired COEs, and vehicles under the Early Turnover Scheme.

Some COEs were redistributed from guaranteed deregistrations and other reserves.

Box 4

The May to July quota will be the second to include additional COEs beyond the standard allocation.

This forms part of LTA’s broader initiative to gradually inject up to 20,000 extra certificates over several years starting from February 2025.

The quota comprises 5,155 certificates brought forward or additionally injected across car and motorcycle categories.

For Category A, which covers smaller cars and electric vehicles (EVs), the supply will rise by 10 per cent to 7,511 COEs, up from 6,828.

Category B, for larger and more powerful cars and EVs, will see a 5.02 per cent increase to 4,689 COEs.

Commercial vehicle COEs (Category C) will total 1,625 — a 4.97 per cent rise.

Motorcycle COEs (Category D) will go up 3 per cent to 3,198, while Open category (Category E) COEs will grow slightly to 1,209, up by 1.85 per cent.

Open category COEs can be used to register any vehicle except motorcycles but are typically applied to larger cars and EVs.

The announcement comes just ahead of The Car Expo 2025, which will take place on 3 and 4 May.

In Singapore, a COE is required to own and register a vehicle, making it a key factor influencing vehicle ownership and cost.
