Non-Constituency Member of Parliament (NCMP) Leong Mun Wai has been re-elected as secretary-general of the opposition Progress Singapore Party (PSP), a post he previously stepped down from in February 2024.
Leong’s re-election was announced on 26 March 2025 at a press conference held at the party’s headquarters in Bukit Timah Shopping Centre.
He will lead the PSP into the upcoming general election, replacing fellow NCMP Hazel Poa, who served as the party’s fourth secretary-general and will now assume the role of vice-chair.
Leong had stepped aside 13 months ago to take responsibility after being issued a correction direction under the Protection from Online Falsehoods and Manipulation Act (POFMA) for a social media post.
His return to the top leadership position comes after the party’s newly elected central executive committee (CEC) held its first meeting and determined the allocation of key roles.
According to the PSP, the internal election for the CEC took place on 20 March 2025 and saw a significant refresh in its leadership, with six new members joining the 12-seat body.
A total of 24 candidates contested in the election, reflecting growing interest and internal competition within the party.
The elected members of the new CEC include Leong, Poa, party founder and chairman Dr Tan Cheng Bock, A’bas Kasmani, Wendy Low and Phang Yew Huat.
The six new members are Samuel Lim, Anthony Neo, S. Nallakaruppan, Soh Zheng Long, Jonathan Tee and Joseph Wong.
Eight members from the previous CEC, including Dr Ang Yong Guan, Harish Pillay, Jeffrey Khoo, Nadarajah Loganathan and Lim Cher Hong, were not re-elected.
All but Dr Ang had contested for re-election.
The new 12-member CEC was voted in by the party’s approximately 100 cadre members and will co-opt two additional members to complete a 14-person team.
This team will hold office for a two-year term ending in March 2027.
Leadership positions within the CEC, including the secretary-general post, were determined following the internal deliberations of the newly elected members.
Leong first assumed the role of secretary-general in April 2023, following the departure of Francis Yuen, who had held the position for two years.
Dr Tan Cheng Bock, who founded the party in 2019, was its inaugural secretary-general and now serves as chairman.
Dr Tan, along with Leong and Poa, was part of the PSP team that contested the West Coast Group Representation Constituency (GRC) in the 2020 General Election.
The PSP narrowly lost to the People’s Action Party (PAP) team, led by former Transport Minister S. Iswaran, which secured 51.69% of the vote, making it the closest contest that year.
As a result, Leong and Poa entered Parliament as NCMPs under Singapore’s scheme to ensure opposition representation.
The PSP is expected to contest several constituencies in the upcoming general election, including the newly redrawn West Coast-Jurong West GRC and Chua Chu Kang GRC.
However, the party has yet to finalise its candidate slates for these wards.
The reappointment of Leong signals a bid for leadership stability and a return to familiar strategies as the PSP prepares to expand its parliamentary footprint.
