In a historic move underscoring the shifting landscape of labour representation in South Korean politics, newly elected President Lee Jae-myung nominated train driver Kim Young-hoon as the next Minister of Employment and Labour on June 24, 2025.
Kim, 57, who learned of his nomination only after completing his train shift, is set to become the first blue-collar worker to assume the role since the ministry’s establishment in 2010.
According to Yonhap News, Kim had his phone turned off while operating a train between Gimcheon and Busan. It wasn’t until he arrived in Gimcheon that he was informed by colleagues of his groundbreaking nomination.
President Lee’s choice has sparked both acclaim and concern. Proponents have hailed the appointment as a long-overdue recognition of frontline workers, while critics express doubt over Kim’s administrative readiness and the implications of his deep ties to labour activism.
Kim led the Korean Confederation of Trade Unions (KCTU), South Korea’s largest labour organisation, from 2010 to 2012. The KCTU is known for its aggressive stance and has frequently clashed with conservative administrations through protests and strikes.
This nomination marks the first time a KCTU member has been tapped for a cabinet post. Traditionally, ministers of employment and labour have hailed from backgrounds in academia, politics or civil service.
Some conservatives voiced concerns about the union’s influence over policy. Jang Seong-cheol, a political commentator and former aide to the conservative People Power Party, suggested during a broadcast on “Kim Hyun Jung’s News Show” that Kim’s background may hinder his ability to navigate the ministry’s complex bureaucracy.
Jang warned that Kim might surround himself with ideologically aligned aides, risking internal friction within the ministry. Echoing this sentiment, Rep. Song Eon-seog, floor leader of the People Power Party, claimed the nomination reflects a political shift in favour of the KCTU’s agenda.
In response to the criticism, the presidential office emphasised Kim’s credentials as a true representative of workers.
Chief of Staff Kang Hoon-sik said the administration expects Kim to address core labour issues such as workplace safety, discrimination, and policy reforms like the “Yellow Envelope Law” and a proposed 4.5-day workweek.
The Yellow Envelope Law refers to recent legislative proposals aimed at limiting damage claims against workers involved in lawful strikes and protecting union activities.
Both the KCTU and the Federation of Korean Trade Unions (FKTU) welcomed Kim’s nomination while pressing for meaningful policy change. In a statement, the KCTU urged the new government to break from the anti-labour stance of former President Yoon Suk Yeol’s administration.
It called for renewed commitment to labour rights and vowed to hold the nominee accountable to worker-centric policies. The FKTU similarly emphasised the importance of social dialogue and urged Kim not to rely solely on political or bureaucratic frameworks.
Kim now faces a confirmation hearing before formally assuming office. His potential leadership signals a pivotal moment in the evolving relationship between government and labour in South Korea, particularly in balancing administrative efficiency with advocacy for workers’ rights.
If confirmed, Kim Young-hoon’s appointment could pave the way for broader representation of blue-collar perspectives in national policymaking, setting a precedent for future governance models.
