Electricity and gas tariffs to remain unchanged for households in Q2 2025, says SP Group and City Energy

Households in Singapore will not face higher utility bills in the second quarter of 2025, with electricity and gas tariffs set to remain unchanged from the current quarter.

In separate statements issued on 28 March 2025, SP Group confirmed that the household electricity tariff will stay at 28.12 cents per kilowatt-hour (kWh), while City Energy announced that the household gas tariff will remain at 22.72 cents per kWh.

Both rates are stated before the inclusion of goods and services tax (GST).

An average four-room HDB household can expect its monthly electricity bill to remain at S$90.01, based on current consumption patterns.

However, the overall electricity tariff, which includes rates for both households and non-household consumers, will see a marginal increase of 0.1%, or 0.04 cent per kWh, according to SP Group.

The electricity tariff is made up of four key components, including the energy cost, which is influenced by the price of imported natural gas and the cost of operating power stations. Other components include transmission, market support services, and administrative fees.

While households will experience a steady quarter in terms of electricity and gas prices, the announcement comes shortly after SingStat released its latest report on the Utilities Sector’s financial performance.

According to the report, Singapore’s Utilities Sector, which includes electricity, gas, water, sewerage and waste collection, posted a record operating profit of S$7.2 billion in 2023. This represents a 71.4% increase from the previous year’s S$4.2 billion surplus.

The sector’s total operating revenue grew by 4.7% to reach S$50.7 billion, while operating expenditure contracted by 1.6%, primarily due to reduced cost of sales in the electricity and gas segment.
