Domestic worker dies after falling from Toa Payoh block while cleaning windows

A 39-year-old woman, believed to be a foreign domestic worker, was found dead at the foot of Block 9, Toa Payoh Lorong 7, on the morning of 25 September, 2025.

Police and emergency responders were alerted to the scene at around 8am. Upon arrival, officers found the woman lying motionless at the foot of the Housing Board block.

Paramedics from the Singapore Civil Defence Force pronounced her dead at the scene.

According to the police, preliminary investigations do not suggest foul play.

Shin Min Daily News reported that the woman had recently begun work as a domestic worker and was believed to have fallen while cleaning windows.

Reporters at the scene observed multiple police vehicles and a blue police tent set up. Bloodstains were reportedly visible on the ground near the tent.

The deceased had only commenced her employment on 20 September—five days prior to the incident.

Her employer, a 50-year-old woman working in human resources, informed Shin Min Daily News that she and her family were asleep when the incident occurred.

The Ministry of Manpower (MOM) requires all first-time foreign domestic workers (FDWs) to attend a one-day Settling-In Programme (SIP), during which they are taught basic safety guidelines, including proper methods for cleaning windows and handling household chores safely.

MOM notes that cleaning the exterior of windows is permitted only under strict safety conditions: the window must be secured with a grille, which must be locked, and the domestic worker must not climb out or stand on any elevated surface.

Employers are legally obligated to ensure that their domestic workers carry out tasks safely. Under Singapore law, employers who fail to ensure the safety of their FDWs can be fined up to S$10,000 and/or imprisoned for up to 12 months. Repeat or severe offenders may also be barred from hiring FDWs in the future.

Police investigations are ongoing.
