Cost of Founders’ Memorial estimated at S$335 million, scheduled to open in 2028

The total development cost for Singapore’s Founders’ Memorial is projected to be S$335 million, according to Minister for Culture, Community and Youth, Mr Edwin Tong.

The announcement was made on Monday (9 September) in a written parliamentary response to a query from the Workers’ Party Member of Parliament for Seng Kang GRC, Louis Chua, who sought details on the cost of the project and its operational expenses once completed.

Mr Tong clarified that the estimated development cost is based on current outlooks and projections.

It encompasses construction and fit-out costs for key components such as exhibition galleries, a viewing gallery, an outdoor amphitheatre, educational and family spaces, public amenities, and a 5-hectare outdoor public garden.

The minister added that operational plans are still being formulated, with the annual operating costs yet to be determined.

According to GeBiz records, the construction tender for the memorial was awarded to Kim Seng Heng Engineering Construction (Pte) Ltd at a cost of S$235.66 million.

The Founders’ Memorial, which will be located at Bay East Gardens, is designed to be an integrated gallery and garden space, commemorating Singapore’s founding leaders and generation.

“The memorial will serve as a unifying space for Singaporeans across generations to reflect on our nation’s history and be inspired for the future,” Mr Tong said.

The project gained momentum in June this year when Senior Minister Lee Hsien Loong officiated the groundbreaking ceremony. During the event, Mr Lee underscored the importance of commemorating Singapore’s journey as a nation, highlighting the memorial as a means to immortalize the ideals and spirit of its founding leaders.

“Now, almost 60 years after Separation, and 80 years after World War II, the time has come for us to build one,” Mr Lee remarked.

The government approved the Gardens by the Bay site in August 2017 after accepting a recommendation from the Founders’ Memorial Committee. This 15-member committee conducted a two-year public outreach, engaging more than 32,000 people to gather input on the memorial’s concept.

The Founders’ Memorial is set to open by the end of 2028.
