About 1,000 BTO flats to launch in Oct 2025 at site of former Keppel Club golf course

Around 1,000 Build-to-Order (BTO) flats will be launched for sale in October 2025 at the former Keppel Club golf course site, according to National Development Minister Desmond Lee.

Announced on 15 May 2025, these flats will include two-room flexi, three-room, and four-room units, along with public rental flats.

The estate will be situated next to Berlayer Creek, a biodiverse area with historical maritime significance. Lee said the flats would offer residents panoramic waterfront views and the benefits of downtown living.

He added that the development would be “sensitively designed in response to the area’s rich biodiversity” and feature lush greenery and terraced landscapes.

Box 3

Buildings will range in height from 19 to 46 storeys. Landscaped terraces and green corridors will be integrated to encourage ecological movement and support biodiversity.

These measures are informed by an environmental study and feedback from local nature groups.

Amenities tailored for families and sustainability

Residents can expect several family-friendly features, including a preschool and a nature-themed playground.

According to Lee, the new neighbourhood will also prioritise sustainability through the inclusion of green spaces that double as ecological habitats.

This development is part of a broader plan for the Keppel Club site, which will eventually provide about 9,000 homes. Two-thirds of these are expected to be Housing and Development Board (HDB) flats.

In 2022, HDB noted that a “range of factors” would be considered when deciding whether these flats would be classified as Prime Location Public Housing (PLH).

These include locational attributes and projected market values.

Prime flats offer enhanced subsidies to maintain affordability. However, they also carry tighter resale and rental conditions to curb speculative demand.

Restrictions include a 10-year minimum occupation period and a subsidy clawback upon resale, based on a percentage of the higher of the resale or valuation price.

Additional 740 flats in Toa Payoh Town (West) to launch in July

In a separate update, Lee also announced that about 740 BTO flats in Toa Payoh Town (West) will be available for sale during the July 2025 BTO exercise.

These flats will be situated at the junction of Toa Payoh Rise and Braddell Rise, next to Lighthouse School and within a five-minute walk from Caldecott MRT station.

The development will feature an eating house, retail shops and a preschool. Residents will also have access to nearby amenities such as a hawker centre and neighbourhood shops.

The Toa Payoh flats are part of a larger release of 5,400 flats across various towns including Bukit Merah, Bukit Panjang, Clementi, Sembawang, Tampines and Woodlands.

Lee emphasised the government’s ongoing commitment to ensure that public housing remains affordable, inclusive, and accessible.

He highlighted the importance of building homes close to the city centre to allow families to live near their workplaces or elderly parents in mature towns.

Lee reaffirmed the government’s housing goal for the year, stating that around 19,600 homes are expected to be launched in 2025.
