SINGAPORE: A Singaporean man was given a three-week jail sentence after pleading guilty to one count of making a false statement to the controller of work passes under the Employment of Foreign Manpower Act.

In 2024, 45-year-old Faizal Farid applied for a work permit from the controller of work passes. He indicated that he would employ as his domestic helper Sotto Jennie Villaron, 37, a woman from the Philippines with whom he had been in a romantic relationship since 2021.

Faizal had no intention of having Sotto work as his maid, according to a report in CNA.

Instead, he applied for a work permit for her so that her stay in Singapore could be extended, since her work permit had already expired.

On Sep 1, Sotto was also given a three-week jail sentence. After that, she will no longer be allowed to return to Singapore.

For Faizal’s sentencing, another charge was taken into consideration. This was for allowing Sotto to work as a babysitter part-time, amounting to his helping her in being a self-employed foreigner without a valid work pass.

Faizal could have been fined as much as S$20,000, jailed for as long as two years, or been given both penalties for the offence of making a false statement to the controller of work passes.

Faizal and Sotto

When the pair met in 2021, Sotto had a valid work permit as a domestic helper. By early 2024, however, Sotto learned that the household she worked for would no longer be employing her and asked Faizal if her employment could be transferred to him, which meant she could stay legally in Singapore. He agreed to this arrangement and submitted the application for it.

On Mar 9, 2024, Sotto received her new work permit. While she stayed in his home for four to five nights a week from March to July, she did not perform the work of a domestic helper, but lived with him as his girlfriend. She earned money by babysitting in another residence, sleeping in that home on the nights of the week that she was not in Faizal’s home.

According to Faizal’s lawyers, Anil Singh Sandhu and Nurhan Sufi, the scheme had been Sotto’s idea in the first place, to which Faizal did not initially agree. After she pleaded with him, he eventually said yes to her plan.

Faizal also paid Sotto S$700 a month, sometimes more, as well as the mandatory levy until her work permit was cancelled.

According to Mr Anil, Faizal did all this “not out of greed or intent to exploit, but out of a misguided desire to help someone he loved.” /TISG
