Singapore man faces sixth charge for allegedly abusing cats in Toa Payoh

SINGAPORE: A 26-year-old Singaporean man accused of abusing multiple cats, by stabbing them, dragging them by the tail, and throwing one down from a 34th floor, has been handed a sixth charge and remains in remand.

Tan Yi Bin Ryan returned to court on Wednesday (16 July) for a mention of his case, which now involves six charges under the Animals and Birds Act.

Most of the alleged acts took place in Toa Payoh.

The latest charge alleges that Tan cruelly tortured a light-brown cat on 13 March this year, between 1pm and 1.10pm.

According to the charge sheet, he dragged the animal by its tail along a common corridor near a first-floor unit at Block 15, Lorong 7 Toa Payoh.

He then allegedly slammed the cat against a wall three times before dropping it on the ground, causing bleeding from its mouth and nose.

Court records indicate that Tan was remanded the day after the incident.

Box 4

Tan was previously charged over five other incidents of animal abuse.

On 21 September 2024, between 2am and 4am, he allegedly stabbed a ginger-and-white domestic shorthair cat, causing a 5cm-long wound.

The following day, between 4pm and 6pm, he is accused of stabbing three more cats: a black microchipped tabby at Block 36, Lorong 5 Toa Payoh, a ginger domestic shorthair, and a white microchipped cat at Block 200, Toa Payoh North.

In another case, on 7 October 2024, Tan allegedly assaulted an orange cat known as Field Field at Block 78, Lorong Limau, in the Kallang Whampoa area.

Between 3.48am and 3.51am, he reportedly kicked the cat inside a lift, stamped on its head repeatedly, and then threw it down from the 34th floor, killing it.

The court granted an adjournment on Wednesday in light of a recent High Court judgment involving another high-profile animal abuse case.

Justice Vincent Hoong had doubled the sentence of Barrie Lin Pengli, increasing his jail term from 14 months to 27 months after the prosecution appealed.

Lin was found guilty of abusing five cats, resulting in the deaths of two.

Tan’s case is scheduled to be heard again in August.

If convicted of animal abuse, he faces up to 18 months’ jail, a fine of up to S$15,000, or both per charge.
