SINGAPORE: Andre Low Wu Yang and Eileen Chong Pei Shan of the Workers’ Party (WP) have been appointed as Non-Constituency Members of Parliament (NCMPs) in Singapore’s 15th Parliament, according to an announcement by the Elections Department on 19 May 2025.
The appointments follow the 2025 General Election, in which Low and Chong emerged as top-performing opposition candidates who were not elected.
In social media posts on 20 May, both Low and Chong pledged to continue advocating for a more balanced and diverse political system, a theme that featured prominently in their election campaigns.
Low, 34, who contested Jalan Kayu SMC, said he was humbled by the opportunity.
He pledged to use the NCMP platform to raise key issues and contribute to national discourse.
“I look forward to working alongside Chong as we bring fresh perspectives to important national conversations,” he wrote.
“Together, we hope to build bridges and contribute constructively to policy discussions that affect all Singaporeans.”
He also expressed gratitude to Jalan Kayu residents and campaign volunteers, saying, “This privilege is down to the hard work of our volunteers who gave their time and energy to our campaign.”
Low added that the WP team would continue to ask the hard questions and hold leaders accountable while working collaboratively when necessary.
Chong, 33, expressed heartfelt thanks to fellow WP teammates in Tampines GRC, as well as residents and long-time volunteers.
“I will serve with conviction and integrity, and work hard to earn your trust,” she said. “This journey is not mine alone – it’s ours together. I look forward to being your voice in Parliament.”
She pledged to continue listening to Singaporeans’ concerns and to work towards building a “fairer, more compassionate and inclusive Singapore.”
WP’s statement
In a separate Facebook post, the WP stated that it had accepted the two NCMP seats.
The party reaffirmed its mission to represent the interests of Singaporeans, hold the Government to account, and foster principled debate in Parliament.
“The Workers’ Party remains steadfast in our mission of working for Singapore,” the statement read. “
We welcome the contributions of Low and Chong in strengthening the WP’s presence and influence in legislative discussions.”
Low, a newcomer to politics, stood against labour chief Ng Chee Meng, 56, in Jalan Kayu SMC.
He garnered 48.53 per cent of the vote, the highest share among all unelected opposition candidates.
Chong ran in Tampines GRC alongside WP vice-chair Faisal Manap, 49, and teammates Jimmy Tan, 53, Ong Lue Ping, 48, and Michael Thng, 37.
Her team received 47.37 per cent of the vote in a four-way contest, securing the second-highest vote share among unelected opposition groups.
Low’s campaign focused on social equity and workers’ rights, while Chong emphasised community welfare and family support—bringing diverse but complementary perspectives to Parliament.
Under Singapore’s NCMP scheme, introduced to guarantee a minimum opposition presence, NCMP seats are offered to the best-performing losing opposition candidates if fewer than 12 opposition MPs are elected.
Changes made in 2016 increased the minimum number of opposition MPs from nine to 12. NCMPs now enjoy equal voting rights with elected MPs, enhancing their role in parliamentary debates.
The WP secured 10 elected seats in the 2025 General Election, including Aljunied GRC, Sengkang GRC, and Hougang SMC.
This left two NCMP seats available, which have now been filled by Low and Chong.
According to the Elections Department, the Returning Officer contacted the WP team from Tampines GRC on 9 May to nominate a candidate. On 18 May, the party confirmed Chong’s appointment.
The WP has described Low and Chong’s NCMP appointments as part of its continuing effort to ensure a robust opposition voice in Parliament.
The party stated that both individuals would work to hold the Government accountable and champion policies aligned with Singaporeans’ needs.
