Andre Low Wu Yang and Eileen Chong Pei Shan from the Workers’ Party (WP) have been appointed as Non-Constituency Members of Parliament (NCMPs) in Singapore’s 15th Parliament.
The Elections Department made the announcement on 19 May 2025, following the recent General Election held on 3 May. Low, 34, contested in Jalan Kayu Single Member Constituency (SMC), while Chong, 33, was part of the WP’s five-member team in Tampines Group Representation Constituency (GRC).
Low received 48.53 per cent of the vote in Jalan Kayu SMC, the highest percentage among unelected opposition candidates. Meanwhile, Chong’s team in Tampines GRC secured 47.37 per cent, the second-highest vote share among the unelected opposition, in a four-way contest ultimately won by the People’s Action Party (PAP).
NCMP seats allocation
NCMP seats are granted to the best-performing losing opposition candidates if fewer than 12 opposition MPs are elected. This rule follows changes made to the scheme in 2016, which increased the minimum number of opposition MPs from nine to 12.
Under this revised scheme, NCMPs enjoy the same voting rights as elected MPs.
The WP secured 10 elected seats during the 2025 General Election, including Aljunied GRC, Sengkang GRC, and Hougang SMC. As a result, two NCMP seats remained available, which have now been filled by Low and Chong.
According to the Elections Department, the Returning Officer wrote to the WP candidates in Tampines GRC on 9 May, asking them to nominate one member from their group for the NCMP seat.
On 18 May, the group informed the Returning Officer that they had selected Eileen Chong Pei Shan for the role.
WP’s statement
The Workers’ Party has accepted the two NCMP seats, reaffirming its commitment to representing Singaporeans in Parliament. In a statement, the WP said:
“The Workers’ Party remains steadfast in our mission of working for Singapore, and all WP Members of Parliament (MPs) will carry forward the Workers’ Party’s longstanding mission to represent the interests of all Singaporeans, hold the Government to account, and advance reasoned, principled debate in Parliament.”
The party added that it welcomes the contributions of Low and Chong in Parliament, recognising their role in strengthening the WP’s presence and influence in legislative discussions.
Candidates’ profiles
Low Wu Yang Andre, a newcomer to the WP, ran against labour chief Ng Chee Meng, 56, in Jalan Kayu SMC. Chong, a part of the Tampines GRC team, contested alongside WP vice-chair Faisal Manap, 49, and teammates Jimmy Tan, 53, Ong Lue Ping, 48, and Michael Thng, 37.
Both Low and Chong bring diverse backgrounds and perspectives to their new roles. Low’s campaign highlighted social equity and workers’ rights, while Chong’s focus was on community welfare and family support.
The Workers’ Party has reiterated that the appointment of Low and Chong as NCMPs is a continuation of its effort to maintain a robust opposition presence in Parliament.
The WP emphasised that both candidates will strive to hold the Government accountable while advocating for policies that reflect the needs of Singaporeans.
