Critics within the thread went further, accusing state-backed media outlets of functioning as “propaganda machines.”

This scrutiny follows the announcement in the 2024 Budget of a S$260 million allocation to SPH Media Trust, raising questions over whether the financial support is influencing editorial content in favour of the ruling party.
These concerns were echoed in Parliament during the Ministry of Communications and Information’s Committee of Supply debate on 7 March.
Leader of the Opposition Pritam Singh pressed Minister for Digital Development and Information Josephine Teo for greater clarity on the KPIs applied to SPH Media.
Singh questioned whether the KPIs for FY2024/2025 had been adjusted and requested figures on SPH Media’s print and digital subscriptions across its English and vernacular titles over the past two years.
He also asked whether the Ministry conducted surveys to measure public perception of local media and how such data informed ongoing funding decisions.
In response, Teo warned against “oversimplifying” the public service media framework. She emphasised the different roles played by SPH Media and CNA—highlighting SPH’s print-focused model and CNA’s emphasis on broadcasting and digital platforms.
Teo affirmed that public trust and user satisfaction would be introduced as new performance indicators, alongside traditional metrics such as reach. She revealed that SPH Media maintained a 70 per cent overall reach, although younger audiences and vernacular readership had declined.
Despite the underperformance in certain areas, Teo confirmed that SPH Media did not request more lenient KPIs. She added that performance-linked funding would be prorated based on actual results.
Citing survey data, Teo noted that public trust remained relatively strong, with 74 per cent of residents trusting CNA and 73 per cent expressing trust in SPH Media.
Nonetheless, she acknowledged that digital transformation remains a critical priority for long-term sustainability.
While the government asserts that its financial support is essential to ensure media resilience in an evolving landscape, online discourse reflects a growing scepticism among some Singaporeans about whether state media can remain truly impartial, particularly during politically charged periods like a general election.
